The Youth Charter ’Commonwealth 12’ Report charts the role of sport as a vehicle of ongoing social change and opportunity for the young people of the Commonwealth. As a result of Britain’s colonial empire past and with the current independence of many of the Commonwealth member nations, sport was seen as one of the ongoing and unifying methods of promoting mutual cooperation and understanding. The Empire Games, which was to become the Commonwealth Games, translated that spirit of mutual cooperation and understanding as the ‘Friendly Games’.
