Today, as the world celebrates the ideals of Olympism on Olympic Day, we are reminded that the true legacy of the Olympic Movement is not measured solely in medals, stadiums or ceremonies, but in the opportunities it creates for young people and communities long after the flame has been extinguished.

The International Olympic Committee's evolution from Olympic Agenda 2020 to Olympism 365 has signalled a significant shift in recognising sport as a vehicle for sustainable development, social inclusion, education, health, peacebuilding and community resilience. The IOC now supports hundreds of sport-for-development initiatives across more than 100 countries, linked directly to the United Nations Sustainable Development Goals which represents a timely and historic opportunity for the Youth Charter.

As Africa prepares to host the 2026 Youth Olympic Games in Dakar, Senegal, the first Olympic event ever to take place on African soil, we must ensure that the Games are remembered not simply as a sporting spectacle, but as a catalyst for lasting social, economic and community transformation.

The question is simple: How do we turn Olympic inspiration into Olympic participation, Olympic participation into Olympic opportunity, and Olympic opportunity into Olympic legacy?

For more than three decades, the Youth Charter has demonstrated that sport, art, culture and digital innovation can provide pathways to education, employment, enterprise and citizenship. Through our Community Campus Model, Social Coach Leadership Programme and Global Call to Action, we have sought to create the local infrastructure required to translate major event inspiration into tangible community impact and Dakar 2026 presents an unprecedented platform to do just that.

Across Africa, the Caribbean, Europe, Asia and the Americas, there are millions of young people facing challenges of inequality, unemployment, social exclusion, violence, poor health outcomes and limited access to opportunity. Yet these same young people represent the greatest untapped resource for delivering the UN 2030 Sustainable Development Goals.

The Youth Charter therefore calls upon The International Olympic Committee, National Olympic Committees, Governments and local authorities, UN agencies, Educational institutions, Sport governing bodies, Corporate partners and philanthropies to support a Global Call to Action for Olympism 365 Community Campuses, creating a lasting Olympic legacy framework before, during and beyond Dakar 2026.

The Youth Charter’s Call to Action proposes the establishment of 10 international community campus demonstration sites, 10,000 Social Coaches selected, trained and deployed, 1 million young people directly engaged and 5 million indirect beneficiaries.

These would be aligned to; Olympism365, Olympic Agenda 2020+5, UN Youth 2030, Sustainable Development Goals and the African Union Agenda 2063.

Through sport, arts, culture and digital engagement, these Community Campuses can become local Olympic legacy hubs where young people are empowered to learn, participate, volunteer, lead, innovate, create enterprise opportunities, and build safer and more inclusive communities.

Dakar 2026: Africa's Moment, The World's Opportunity

The significance of Dakar extends far beyond Senegal. It represents a powerful statement about Africa's place within the Olympic Movement and offers a unique opportunity to redefine what legacy means in the twenty-first century. Legacy must no longer be viewed as infrastructure alone, it must be measured in how many lives are changed, communities strengthened, young leaders developed, opportunities created and peace built through participation.

The Youth Charter believes that every young person, regardless of background or circumstance, should have the opportunity to experience the values of excellence, friendship and respect not just during an Olympic Games, but every day in their community.

On this Olympic Day, we celebrate the athletes who inspire us. We also celebrate the teachers, coaches, volunteers, youth workers, parents and community leaders who make participation possible.

As the road to Dakar 2026 gathers momentum, let us commit ourselves to ensuring that the Youth Olympic Games become a platform for a broader global movement - one that leaves no young person behind.
